I was wrong. Here is Spen's comment: "Except that the flag they flew had only 20 stars and there were 37 states in the union in 1869. However historically the flag flown at Promontory was a 20-star flag. No one remembered to bring a flag, and the only one they could find was a 20-star flag in a soldier's kit."
